I remember this being an issue with earlier builds of CR 2011. Since CR 2013 is just a rebranded CR 2011, I'm guessing the issue affects this version too.
You could either install a higher build of CR 2013 or follow SAP Note: 1587982.
You'd need S-User ID to be able to download a higher full build or read contents of the Note. Until you're able to get hold of the download, here's what the Note says:

This is known issue and fixed in ADAPT01538339.
There is a conflict between keycode validation process and Microsoft Visual C++ Redistributable Patch KB2467175
Resolution:
The issue has been resolved in SP02, but as a quick fix uninstall the Microsoft patch, install Crystal Reports 2011 and reinstall the patch.

Update: According to the latest information Microsoft replaced the patch with a newer security update.
Note: The resolution is also applicable for SAP Dashboard (Xcelsius) 4.0, Client Tools 4.0 and Crystal Reports for Enterprise
If above steps do not help then it could be a conflict with third party software that uses the same dll name for keycode decryption.
1.Search the machine for all local instances of "Cryptocme2.dll" (to see what other software may be using it)
2.Rename the *.dll extension of the identified cryptocme2.dll files, using *.OLD (for example)
3.Reboot machine
4.Log on as Admin account
5.Run the installation again and it should pass the keycode check
6.Rename cryptocme2.old files back to cryptocme2.dll
