Me too face the same error, as reported above & tried with the below steps
Please try this Option
Open the Program : T code : SE38 , Program Name : SAPLMGMM
Open the Program once & Check for inconsistency & then Close the Program
After this, I was able to Create Material Successfully, Issue resolved
